Limited English Proficiency (LEP) Plan

What is Limited English Proficiency?

A majority of people living in the United States are able to read, write, speak, and understand the English language; however, for some, English is not their primary language. If those persons have a limited ability to read, write, speak or understand English, they are defined as limited English proficient (LEP). Language barriers can inhibit (or prohibit) LEP persons from participating in and/or benefiting from the transportation planning process. The FHMPO recognizes the potential barrier language can create and has developed a Limited English Proficiency (LEP) Plan to outline the resources available to provide LEP persons with language assistance services in order to provide meaningful access to the transportation planning process.
